After a Dec. 22, 2008, ash spill at TVA’s Kingston Fossil Plant rendered more than 30 acres of Terry Gupton’s farm unusable, the utility promised to reach a settlement, Mr. Gupton said. Now, six months after the spill, the TVA has retracted its offer, and Mr. Gupton’s future is uncertain.
