A man arrested this week in a Walmart parking lot, who police said was trying to pay several female shoppers for sex, has been convicted twice of violent sexual crimes, court records show.

Jackie Phillips, 44, of Tunnel Hill, Ga., was wearing an ankle monitor when Fort Oglethorpe police questioned him Tuesday at the store, officials said. Phillips then was arrested and charged with two counts of pandering, a misdemeanor offense.

Phillips is on parole for sex assault convictions in different states, court records show. He served a prison sentence in Wisconsin and was able to move to Georgia in 2010 while on parole based on agreements between the states, officials said.

Police were called to Walmart after a woman complained that Phillips offered her $100 to have sex with him and used vulgar language, an incident report shows.

As police were questioning Phillips, another woman walked up and said, "I'm glad y'all caught that son of a -- ," the report states. The woman said Phillips also had confronted her in the parking lot.

Georgia Board of Pardons and Paroles spokesman Steve Hayes said a parole warrant has been placed on Phillips, which means he won't be allowed to make bond.

Records show Phillips was charged and convicted of rape in Walker County in 1985 and three counts of sexual assault in Wisconsin in 1988.

Walker County courts sentenced him to serve 20 years concurrent with his Wisconsin case, according to the Walker County Clerk's office.

Phillips was released from prison in 2009 and asked to be allowed to move back to Georgia, Hayes said.

If a parolee meets all the requirements -- such as being a former resident -- the state must agree to supervise him, Hayes said. "We don't have a choice," he said.

But Phillips won't be allowed out of jail again until the pandering case is adjudicated, Hayes said.
