As someone who has whizzed in a bottle as a condition of employment more times than I can recall. I have never liked the idea.

Mainly because you are putting your livelyhood and the future of your family in the hands of some minimum wage punk with a few hours of training and a don't give a flip attatude.

Florida is learning that the cost of their drug test program is more than they expected. And who owns the clinics doing the testing? The governor's wife!!

The ROI is best measured by the drop in applications for welfare not the number detected in testing. Florida is pleased with the net results as would any other state with the gonads to implement testing to receive tax payer funds. To see an even larger drop implement workfare programs. Stopping rampant welfare abuse would make more available for children, the disabled, the elderly and uninsured.

The Governers wife owns the drug testing clinics in Flordia. Thers a bundle to be made doing that. Think about it.%99 of the people i know get drug tested,including me and i consider it a violation of my First Amenment Rights!

You neglected to point out that when you get a job, you're normally required to submit to a drug test as well. What's the difference? When you look at the drug infested "projects" filled with those taking government checks, why is this NOT a good idea? What an appalling lack of commonsense displayed by the cartoonist. People under the influence of drugs are a safety hazard. How could anyone with any experience in the workforce, or anyone who can read, watch TV, listen to the radio, not know that. Thousands of innocent people are killed or maimed each year by drunk drivers and those on other drugs. Employers get sued when their employees damage property and cause harm to others while under the influence. Wake up!

I agree that anyone holding an elected or appointed government position, full time or part time, should be randomly tested and the negative or positive results released to their employers after they have been informed by the physician. Positive results should result in immediate termination with loss of salary and benefits including pension if provided. There should be no provision for tax payer funded rehab or treatment. I would bet on a loss greater than 5% unless some resign or elect not to run again. To see such law is wishful thinking and will never happen. The only criteria we have for running for office is be a citizen old enough to run and be able to fool voters better than any opponent.

Not Funny at all but as we see on here many favor the government taking over the charity business it threatens the church about so often. But then we supposedly have the party in the White House and who formerly controlled Congress who can just magically produce jobs and a better economy through higher taxes, cursing the rich, of which many of them are, expanding spending programs and generally blaming all ills past, present and future on the party not in power. So go on people, laugh and blame the other guys while your provenly failed programs continue to fail and we plunge deeper into whatever this thing is which the ones in power will deny until they get voted out or something worse occurs. Go on Drawboy, enjoy. There must be some high award for someone who does this in these times.

Would everybody here who is mentioning alcohol please realize that's not an issue here. Why not? Because they're not testing for that anyway.

It's not an illegal drug, but even if it were, there's little point to testing for it, since well, it doesn't last long in the body, unlike some other drugs.

You'll have to go to some other steps if you're wanting to bring back Prohibition.

SeaSmokie: And we're spending hundreds of millions, if not billions, fighting them already. I suggest a different strategy might be in order.

Again the Republicans are hypocrites. They want the government to stay out, unless it synchs up with their moral agenda. So the government shouldn't tell them to wear seatbelts or require them to have health insurance. However the government should be able to tell people what sort of substances they can put in their bodies and what they should spend their money on. Will giving drug tests change anything? What I see happening is tons of money spent by the government to run this program all for the sake of denying a few people benefits. Huh? Republicans want to kick people off unemployment for using drugs by spending a bunch of money to test them? How does that make sense? The Republicans are supposed to be for less government instrusion, less spending. Why don't we instead focus on getting jobs for these people. Getting the troops home. Getting a viable fossil fuel equivalent that will let us tell those middle eastern countries to go to h*ll. No, instead we should focus on punishing drug users by creating more government bureaucracy. Hypocricy.

Some that leech off the welfare system don't do drugs. I am not happy with those that don't work when they can, or those that deliberately cheat the system, but I don't like the idea of everyone losing privacy and freedoms to catch them. Just like some who don't like the idea of government telling them what to eat and how much to exercise. We are paying for this too, in increased health care costs and higher insurance premiums and well as premature collection of disability benefits and social security. Funny how no one is demanding that the government tell them how to run their lives.

It is the poor, the unemployed, the mentally ill that deserve to lose their rights and their privacy for the good of the rest of us, correct?

By the time I returned from war in 2008, I had already found out just how badly you people wrecked the economy in this city. When I see you all comment on unemployment in this area, I can see why.

Stop being failures. Stop insulting your neighbor. Start building solutions.

The reality is that our local people are far more likely to insult the unemployed than to dare hire a veteran or anyone else who acts like a man.

In one New York Times survey, 70% of employers said that they would not hire a Soldier who has served in the National Guard or Reserves.

As someone who fits that description, who saw you people lay each other off hundreds at a time to save your own hides on a PowerPoint slide in the 2000s, I see continuing cowardice in the blaming of the unemployed.

Continuing cowardice. That is what Chattanooga's business community is demonstrating daily. I find it disgusting.

We should have known better than to turn to our local businessmen and workers to be strong enough to save themselves. Perhaps we should not have expected y'all to man up enough to stop stabbing each other in the back or ripping off local government budgets for polico campaign cash or whatever else it is y'all have been doing.

Decades of stupid business deals. Catastrophic stupidity. That's what caused many of our business troubles, not drug addiction.

Shut up and hire people.

Stop whining about how you don't have enough. Stop whining about paying taxes for school. Education is your only mechanism to train workers. Generally speaking, stop wasting your lives complaining about how you are right and the unemployed are wrong.

You're welcome for all of those days I was risking myself and my men while you people were using your state business licenses to fire each other and treat your neighbors like dirt.

You're welcome. The drug test is the least of your worries. The reality is that no business in this area has the guts to hire a veteran because your corporations and companies are too weak to take on the burden of facing reality.

More gutless complaining from a gutless class of people who forgot that the first business of commerce is to provide people with a peaceful means to survive. That is why the words "commerce" and "agriculture" are on the state seal. It's not about bringing you money. It's about doing what's right and growing Owner's Equity so that people can peacefully survive.

Y'all can take that urinalysis cup and shove it up next to your excuses for why you fired each other while I was gone to war.

Our economy is not wrecked because of some worker's drug problem. Our economy was wrecked by selfish and stupid people who abused their social power over others. Low intelligence, low morals and poor personal courage trashed this economy.

Too bad there's not a urinalysis for cowardice and stupidity.

My opinion is that taking body liquids from a person is an invasion of privacy. They are of course exceptions like driving impared. We have The Bill Of Rights for a reason.

I’ve come to the conclusion that Tennessee’s Republican politicians have no conscience. The reality is that the majority of people receiving public assistance are dependent children. Are Republican politicians proposing to give drug tests to these dependent children?

And what about all of the low wage workers in Tennessee who rely on food stamps and Medicaid to survive? I recall reading a few years ago that about 25 percent of Wal-mart’s 37,000 workers had to rely on TennCare for their medical needs. The statistics were similar for all of the low wage workers at the Krystal and Dollar General.

Indeed, instead of prancing around making mean spirited political accusations against the poor, Tennessee’s Republicans should be encouraging corporations like Wal-Mart, Krystal and Dollar General to pay their workers livable wages and benefits.

MTJohn -- here's my point; Jesus did his charitable contributions (miraculous and otherwise) out of his own volition. He didn't employ a middle-man to forcibly collect contributions from others for the sake of another, despite what the person who was fleeced has to say or think about it.

In a truly free society, I'd rather have individuals determine directly how their charity is spent on helping the poor. However, in this politically-correct society where welfare via government is the de facto standard, at least respect the contributions of all taxpayers by making sure recipients are proactive in improving their own lives to eventually get off it and produce.

Jeez -- or just send a ****ing thank you card every once in a while.

Thanks for asking, potcat. My point is that there are folks who consider being poor is a crime and a personal failing, and therefore (with the justification of "we are paying for their support") think it is okay to violate their rights, including privacy. There are lots of folks in the country who could be considered "taking", including those that live unhealthy lives, those that drive without seatbelts or motorcycle helmets, those who engage in risky behavior, etc. Conservatives squawk every time someone suggests that we as a people expect others to adhere to behavior standards that would benefit all. As they should. We in the US pride ourselves to the extreme as being a nation where we are free to make our own choices. Even if they cost our society in lost productivity and higher health care costs. And yet, these same folks don't recognize when we demand that anyone on recognizable entitlement programs give up their privacy and rights that they are violating those freedoms they so vocally defend.

It's okay that a motorcycle rider suffer preventable injuries in the name of freedom to not wear a helmet, or people fail to stay fit and suffer the preventable health problems that come from lack of a healthy lifestyle, even though everyone else who pays insurance premiums to the same insurance company will foot the bill. But it is not okay that someone may use illegal drugs (no mention of alcohol, and yet it is often a much bigger problem) while collecting unemployment benefits.

The only way you can switch opinions on these two notions is if your consider being poor, unemployed or unemployable a crime, as criminals deserve to lose some of their rights as citizens.

Reardon: Why not apply that standard to government funding entirely? You think the problem is with the charity and the social spending, but that's only a small fraction of the total. Why don't I get to pick where all of my tax dollars truly go? Apply your principles across the board, not just to a few selective bits. But that aside, such welfare reform as you were talking about was implemented over a decade ago. See The Personal Responsibility and Work Opportunity Act. If you're going to complain about something, at least be a little informed about it.

328K: Could you identify that survey more specifically? The one I found indicated the opposite, with:

60% of employers surveyed are motivated to hire veterans based on their qualifications and prior work experience; nearly all (99%) who had hired a veteran previously would hire a veteran again

Jesus did His "charitable contributions" because God is love. And, Jesus call us to see His face in the face of those less fortunate than ourselves.

I do not expect a government modeled on Scripture. But, I do expect people who think of themselves as "values voters" to support public policies that seek to serve the greater good even when such policies require individual and personal sacrifice.

I appreciate wealthy people. They provide for things that the rest of us can't or won't pay for: public TV, much of the arts and the art schools such as Julliard, museums, non-profits that support a variety of activities that benefit all, such as cancer research, protection of animals, charities for the poor, mentally ill, etc.

Most really wealthy people I know are amazingly generous. Many are third and fourth generation wealthy, who serve on boards that govern universities, non-profits and foundations. They are raised by their families to take this responsibility seriously.

Most of these also accept that some who receive help won't appreciate it. That some of what is given is squandered and wasted, that sometimes those that receive a "hand up" don't use it well. Sometimes they take a risk, and support something that succeeds, to the benefit of many.

But most of these people don't demand that the recipients give up their rights as humans and as Americans. This is not a demand made by the wealthy. It appears to be a demand made by those with an agenda of control. It's perhaps from those that are absolutists, that can't accept the messiness that is the human existence.

Drug addicts receiving government assistance/unemployment compensation are a "problem" about like voter "fraud" is a problem. As usual, the right wingers, in their effort to make an entire group of people look morally degenerate and undeserving, try to create a problem where none, or very little of one, exists.

Certainly there are people who cheat the system and who are simply lazy and degenerate and they will always be so, but the vast majority of the unemployed today are not there because of any moral lacking or because they choose not to work. The gloating, peacock-strutting, morally superior (in their own minds, at least) right wingers who are so quick to criticize the unemployed do not even take into consideration the fact that we are still in a deep recession with unemployment still at 9% (a low-ball govt. estimate). For every job applied for, there are hundreds of others applying for that same job - even the low wage jobs. The vast majority of unemployed did not just suddenly turn lazy and decide to go "on the dole." Making poor people pee in a cup will not fix what ails us. Just like every other "solution" the conservatives come up with, they approach it from far out in right field. They are so far out in right field, in fact, that they cannot see clearly any more.

The libertarians/teabaggers want no government in their lives except when it suits their interests. If they want the unemployed to pee in a cup before they receive their rightfully due unemployed compensation, then let's make the fat cats pee in a cup, too. How many of them are doing their own recreational drugs of choice, all the while taking advantage of the many tax breaks and loopholes that they benefit from?

Have you ever been drug tested?

I,m retired now but I worked construction for 45 years. The times that I got drug tested were a condition of employment. Meaning I already had the job as long as the drug test was negative.

When you have a job that pays $60-100K a year it's a little un-nerving to think all depends on a minimum wage punk in a LAB somewhere, who could be incomptent or just having a bad day.

And yes I do have a black dog! She's a little Chahuahua!

Reardon: Well, at least you're willing to stand by the results of your principles, but I would prefer you to act constructively towards that goal with methods other than this particular implementation, as I consider it counter-productive to your ideals. If you want to stop the government from collecting taxes at gunpoint, go right ahead, but spare me the worries about the pennies for charity when the quarters and dollars are used for the actual guns. You had the same opportunity to make your wishes known at the voting booth as anybody else though, and there was a specific reform legislation already.

Also, I would suggest not asking for empirical evidence of Jesus believing anything, because you'd first need to establish empirical evidence of Jesus, and well, that'd be a rather distracting discussion. You might want to look up Christian tax resisters though.

The way I see it is that -- regardless on which side of the aisle you reside -- you either think political policy should revolve around a philosophical core, or a wishy-washy, ends-justify-the-means pragmatism.

I come from the philosophical grain -- hold true to your ethics (which you can competently defend) and allow your public policy to reflect those ethics.

Pragmatism is the slippery-slope every failed nation tried at one point before biting the dust or before drifting into obscurity.

That explains a lot. The problem with "The Law" is that personal freedom only works when there is a comparable commitment to personal responsibility. However, most libertarian advocates only want the selfish half of the equation.

Reardon: I would not describe the situation in such terms, I find it a highly inaccurate attempt to categorize things, but eh, why worry about that? Not like it's going to matter. Put things in whatever labels you want, it won't matter. But I will say this, a lot of people who proclaim their support for one thing, often fail to live up to their own standards, or compromise them in pursuit of some other agenda.

I will at least give you credit for professing a willingness to follow through on your espoused principles. I just don't see this current issue as being a significant example of it, but a rather minimal concern that pales in comparison to the large ones. And no, I do not see any kind of domino or snowball effect, but rather a situation that may turn out to be an empty victory instead.

As regards the fall of nations, idealism has caused more than a few as well, and even worse, it's lead to quite a few even worse results in various forms. Sometimes the worst harm is done by the person with ideals.

Still, none of that is likely resolvable here, why don't you tell us what you consider inadequate about the Personal Responsibility and Work Opportunity Act? Maybe your concerns can be addressed about that.

Have you even read any of Ron Paul's books? Ayn Rand's -- Atlas Shrugged, Capitalism: The Unknown Ideal? Bastiat's "The Law?" Peter Schiff's various Economics books?

Happy: That's the rub, eh? Fallibility is the human condition. Even Ayn Rand at times wondered if she really lived up to her Objectivist standards.

As far as the cartoon is concerned, and without considering the level of attention it should gain relative to other issues (of which I think is minimal, as well), government welfare by its very nature is a privileged, not a right, with the difference being that recipients are not naturally endowed the wealth and wages first earned by a job-holding or wealth-producing citizen.

Point being, there should be certain strings attached to getting the welfare. My "critique" if you call it such, isn't a concise attempt to categorize current law, but to emphasize the "common sense" understanding that there's a "tit-for-tat" when it comes to government cheese.

If, me, being a productive member of society, am being forced to give my proceeds to a government program, I sure as heck don't want the jobless being a junky, or a welfare recipient in perpetuity (as becoming evidenced by the Unemployment Payment renewal situation). I want standards, or -- tongue-in-cheek -- a smiling picture of a kid in the ghetto saying "thanks" to me for keeping food on his table. Just something to show I'm not being reemed.

No. I am agreeing with Paul Harvey's suggestion that self-government without self-control won't work. I'm also suggesting that the libertarian philosophy, in practice, promotes freedom only for those who sufficient power and influence to compromise the freedoms of others. E.g. libertarianism worked great for plantation owners prior to the civil war.

Reardon, it's not about fallibility that's the problem, which I would take as simple imperfection, but a bit worse quality than that. I would say it's more like a willful error than anything else. Still, you're hopefully not guilty of that, so I'll at least say you are professing a higher standard, if not quite able to achieve it. Some others would not even show a modicum of support for what I suggested earlier, despite making the same kind of protest. So as I said, you're better than they are, if still misguided, since you aren't really working to implement a system which would actually foster your goals, but instead supporting something that you mistakenly believe will be of benefit, but is actually forcing you to betray your principles.

But in regards to the welfare situation, as I said, there are existing standards which were implemented over a decade ago. Your "common sense" understanding is only showing that such "common sense" is all too often based not on awareness, but ignorance. It's like the protests against the foreign aid or public arts budgets, which are grossly off in their estimates of exactly how much money is spent. I named a program which does provide strings to receiving welfare. If it's not adequate, tell us why and how, but that will require you to acknowledge that it does exist, and not just tilt against a false standard that there's nothing in the Welfare system to encourage getting out of it.

You're a decade behind, get with the times, don't joust with your windmill.

I think you may have missed the mark with the idea that those who support drug testing of .gov support recipients view those recipients as "criminals".

I don't know a single person who actually thinks that way, and I know quite a few folks who support the testing. A few of those folks actually cried with joy the day Odumba** was inaugurated, so it isn't really a right/left thing either, in my experience.

Here's my take, which is pretty well agreed upon by those folks mentioned above. (right and left) Those who receive unearned handouts from the government are, in effect, wards of the state. Their right to do as they wish with no oversight ends when when they accept the government as their provider.

Just like over-eighteen progeny who still leech off of, er, I mean, live at home with Mom and Dad, as long as one lives under another person's roof and receives their sustenance from said person(s), one should expect some level of diminished personal freedom.

Don't get me wrong on this one. I'm a supporter of the legalization of most recreational drugs. BUT, if you have the excess cash to buy drugs and the free time to use them, you obviously do not need a subsidy from the taxpayers. If you are truly busting your hump, working multiple jobs and striving to improve your lot in life, you won't have time or money for drugs.

If one is a non-productive ward of the state, I see no reason why their "privacy" is anymore important than that of actual productive, taxpaying, workers on .gov financed projects. Anyone who owns a company hoping to do business with .gov had better have a documented employee drug testing program in place, or you WILL NOT get the contracts.

Is it really correct to protect the "privacy" of those who receive unearned .gov largess, but to revoke that "privacy" if one is receiving that largess through a mutually beneficial exchange of skill and/or labor with the same .gov?

I disagree, Scotty. No one should lose their privacy just because they are on welfare. It's a slippery slope, and one that the US should not go down. I am drug tested because I have a commercial license. It's a federal law. If it was my employer demanding it I'd have a huge hissy, as I feel it violates my privacy, especially if there is no probable cause.

If a welfare or unemployment benefit recipient shows evidence of drug use, it may constitute probable cause. Maybe. But to require drug testing when there is no public safety aspect (like in my circumstance) is a violation of privacy. Even in my case it is objectionable, as I have no history of drug use and no accident record. Feds don't care-four times a year I can be randomly selected and tested. It's an outrage, but what are you gonna do? It happens all over the country for lots of occupations.

But, no worries, once the politicians get through pandering for votes with multiple exceptions any program will be ineffective. The sad thing is anything the government is involved in becomes more expensive. It is too bad there is not a test for incompetence within the hiearchies the government builds. Carter's departments of energy and education and Bush's department of homeland security and prescription drugs plan are good examples. Check out their initial purpose. Check out their size and cost now versus what they have accomplished.

Unfortunately, use of intoxicating substances is a safety hazard, and a hazard to customers. Even restaurant workers have one of the highest workmens comp insurance rates, right behind construction, and drug use contributes directly to on-the-job injuries.

There is plenty of proof of a continuous effort occurring for depressing the workers salaries and benefits by the opponents of President Obama and his administration. As in the past, It does not matter if the workers are government workers or private workers, or how many workers are losing their jobs from the effects of fraud in the financial systems and from the effects of the global economy.. The peoples' cost of living is increasing while there is also an increase in depressing the workers salaries and benefits, while there is an increase of people living below the poverty line. The trouble is, Obama's opponents never talk about what has caused these conditions to exist or what should be done to really grow our economy, increasing the number of available jobs for getting our middle class tax payers back to work instead of insisting on cutting them. There seems to be a certain group of people who want the wage gaps to keep increasing between the workers and upper CEO's and the upper 1%. How many jobs do our elected "government leaders" (workers) create with their higher wages and benefits and even if they have insisted that all workers take cuts, they have not make any sacrifices to reduce our National Debt total. What are the elected Republicans in Congress doing to help create Private sector jobs instead of "hindering" and blaming President Obama for not being able to clean up their "mess" in the time he has been in Office?

One major problem with drug testing and that is they are plenty of ways to pass a drug test even if a person has a sh.. load of drugs in their system. They have all kinds of effective device ways to pass a drug test. It is done every day, by every kind of person and in every kind of profession. Rich, poor does'nt matter, if a nurse or Doctor at Erlanger needs to pass a drug screen,they know how to do it, if they are even screened, which i doubt. I have heard that the drug testers can be bought and Boss Hog will even look the other way,truck drivers, if they really want to keep the person working.

Drug testing is like every thing else in this world, people make money testing and other people make money helping people pass so they can keep their jobs. Its a business.

I hear it can get expensive to get the good reliable stuff to pass the test. I am not worried about taking a drug test,i welcome it. Makes be proud to have that burden off my soul.

i was a truck driver for 30 years and when mandatory drug testing became the norm there was a lot of ????? in our minds!!it turned into the BEST thing that could have happened because it got the dope heads OFF the roads and saved lives!i had NO prob.w/drug testing, it was a thing that needed to be done! same here! if you get govt.supt. then the taxpayers need to be assured that their tax dollars are not going to support a drug habit!!
