City Court Judge Russell Bean told Winston Andrew O'Dell that a friend would get the oldest dog, Ms. Brownie, and 16 would go to McKamey.
In City Court this morning, a Chattanooga animal control officer described conditions inside a trailer where 19 Chihuahuas were kept as a "very neglectful situation."
"There was feces and urine all over the place," Officer Jay Nicholson said in City Court this morning. "We got them out of there as fast as we could."
The trailer had no electrical power and the temperature inside at the time the dogs were seized was 101 degrees.
Dog owner Winston Andrew O'Dell, 47, faces 96 charges in connection with his treatment of the dogs.
Officials with McKamey Animal Shelter and Adoption Center, which handles the city's animal control, say they've spent $4,707 caring for the dogs since they were rescued on Feb. 14.
