Savannah DownsA woman was arrested after police received calls that she was passed out at 100 Frazier Ave. and had a small child with her.
Police spokeswoman Jerri Weary said police found Savannah Downs sitting on a rock wall and leaning against a building about 1 p.m. Saturday. Her 5-year-old daughter was nearby with her paternal grandmother, crying, Weary said.
Officers determined that Downs was intoxicated heavily and under the influence of an unknown prescription medication, Weary said. She was charged with child abuse/neglect, possession of controlled substances and drug paraphernalia and resisting arrest. Her daughter was turned over to her grandmother, Weary said.
