The Chattanooga City Council narrowly approved 5-4 a $209 million operational budget tonight for the 2012-13 fiscal year.
The council disagreed primarily over pay raises, but Mayor Ron Littlefield's original proposal won out.
Civilian employees will get a 3 percent pay increase, the police career ladder will be funded and all employees who have worked five or more years will receive a $75 per year longevity bonus.
The new fiscal year's budget does not include a property tax increase.
