Elderly man beaten by Chattanooga woman dies; charges boosted

A 32-year-old woman faces a charge of criminal homicide after the death of an elderly man she confessed to beating more than two months ago.

A 28-year-old man also has been charged with criminal homicide in connection with the case.

Police said that, on March 18, Jennifer Streeval, 32, punched Garner Isbill and dragged him down a flight of concrete stairs at the Motel 6 on Lee Highway where she lived. Police found the 76-year-old man naked in a pool of blood at the motel, according to the arrest report.

Streeval said she beat Isbill because someone had told her that he had molested her young daughter, touching her diaper.

John Moncier also has been charged with criminal homicide in the case, said Officer Nathan Hartwig, spokesman for the Chattanooga Police Department.

According to the arrest report, witnesses saw a man stomping on Isbill after he was dragged down the stairs.

Isbill died on May 23, and the charges against Streeval have been upgraded from attempted first-degree murder and aggravated assault to criminal homicide.

Streeval and Moncier will appear before Hamilton County General Sessions Court Judge Christine Mahn Sell on June 11.

On July 18, Streeval is scheduled to appear before Criminal Court Judge Barry Steelman on a charge of aggravated domestic assault. On Nov. 4, she sent her husband Mark Streeval, to the emergency room after biting, scratching and attacking him with a lamp and a set of keys while "lambasting" him with profanities in a drunken rage when he refused "to use his final 'six dollars' to purchase more alcohol," the police affidavit states.

Moncier previously has pleaded guilty to disorderly conduct and multiple charges of theft and possession of drug paraphernalia.

Motel 6 officials could not be reached for comment.
