Ann Pruett, the widow of longtime East Ridge Mayor Fred Pruett, had edged out Gravitt in early voting, but votes for Gravitt surged in election day returns as he took 24.8 percent of the vote over Pruett's 22.9 percent.

Manning took the lead with 26 percent of the vote.

The election returns dragged late into the evening as one precinct's returns were delayed over an hour after the other precincts posted their results.

All vote totals, which include federally mandated provisional ballots, are unofficial until certified by the Tennessee Division of Elections.

The winners will serve four-year terms after being sworn in Dec. 10.
