A recent survey by Fannie Mae in October 2012 says Americans are growing more confident in the housing market. Participants also believe it is a good time to buy a home and an increasing number said it’s a good time to sell. Only 10 percent of respondents said they expect home prices to fall over the next year.

Doug Duncan, senior vice president and chief economist at Fannie Mae says, “This has been a year of steady growth in the percentage of consumers with positive home price expectations.”

Chattanooga remains affordable and a desirable place to live. With mortgage rates at record 50-year lows, it may be a great time to consider purchasing or refinancing. There is no right or wrong time to refinance one’s mortgage, said Green -- “It really depends on your financial goals and how long you plan to stay in your home.” Refinancing may be a viable option even if the interest rate difference is 1 percent, depending on the factors.
