A local developer has been fined $50,500 by the Chattanooga Stormwater Board for illegally dumping fill dirt next to an impaired creek without proper permits.

Developer Don Walker was hit with the fine Monday by the board, officials said. It is the largest fine ever levied by the board.

City Engineer Bill Payne said a complaint was filed on Sept. 20.

Payne said dirt, rubble, wire and other debris were found in the fill dirt next to the creek off Gunbarrel Road near Davidson Road.
