Mayor Andy Berke sets ambitious goals for government

Mayor Andy Berke calls his re-organization of the city's governmental departments a "bold" departure from past years, and to some extent that is true. If it actually is bold, however, it's not because he has just abolished four departments and created three others, or that he plans to use a corporate-style structure to winnow the number of people who will report to him.

Rather, it's bold because he has now established two departments that, by their title and definition, will require his administration to be responsible and accountable for some socioeconomic goals that no previous mayor has had the courage to seriously undertake, or even talk much about.

These two units are the Department of Economic and Community Development, and the Department of Youth and Family Development. These departmental labels and functions will cover some of former duties of the now abolished Parks and Recreation Department. But they apparently will have much larger goals and responsibilities, particularly in poorer urban neighborhoods where student achievement levels are low, where poverty, crime and gangs flourish, where innocent residents live in fear, and where good job opportunities have been limited historically by bus routes, skills and a bleak environment of deadened aspirations.

Berke has talked a good deal about his agenda for steering help to impoverished neighborhoods, families and at-risk youth from an early pre-kindergarten age through high school. So it's fair to assume that he intends for the city, with at least some help from parents and community leaders, to establish learning, reading and mentoring programs that would help kids at various ages before they start school, or when school days end.

He hasn't, however, gotten to the point of delivering specifics about how to engage city government in these areas, the specific programs he intends to promote, and how he will coordinate any of these with the school system and city resources. Similarly, he hasn't described how he intends to blend the city's broad economic development and job recruiting activities, which are chiefly handled by the Chamber of Commerce, with increased job opportunities for young men from poorer neighborhoods and with educational gaps.

Regardless, Berke is on the spot to produce a vigorous and multi-faceted effort that mirrors his promise for helping youth, families and neighborhoods that haven't been doing well on their own. And he eventually will be judged on the outcome.

Financing for any new initiatives probably will not be sought from the new City Council. Berke hasn't broached the idea of seeking new revenue, and with seven of the new council's nine members new to the job, the council isn't likely to consider a tax increase either. Growth in the city's tax base from new buildings and businesses in the improving economy may provide some financial flex, but the budget still will be tight.

Berke's vision and direction will be tested in other areas, as well. He has taken the transportation segment out of the Department of Public Works, apparently with the smart intention of making the city's approach to transportation more comprehensive and holistic. Under the new transportation department, street repair and road planning budgets will reflect the broader concerns of public transit, alternative transportation (i.e., bicycle and pedestrian routes) and neighborhood needs, as well as commercial and job growth and existing congestion.

One area that hasn't been publicly addressed so far is growth planning for downtown and in the suburban sections of Hixson and Brainerd. Since the Littlefield administration eliminated the former Urban Design Center, downtown growth hasn't been wisely shepherded. One-story franchises have been allowed on building sites that should have been held for multi-story, multi-purpose, architecturally compatible buildings that would build on the revitalized downtown's image, and generate far-higher tax revenue over time. Similarly, no attention for street-scape and aesthetic improvements have been given to the commercial strips of Brainerd Road, Hixson Pike and Highway 153.

City leaders should realize the cost of neglected building standards downtown and in core suburban areas, and the considerable future economic benefits of nurturing and preserving scenic beauty in our built environment. If Mayor Berke is willing to tackles bigger goals, he will put our built environment on his bold list as well.

The city's sales and property tax "base" is flat from pre and post windfall of corporate welfare programs from the working poor and middle class. The "new" don't pay property taxes, only for the school portion. So, What are you talking about?

"Family development" ought to mean encouraging to parents to be married before they become parents, to get good advice before they get married and avoid getting into a canoe half a mile above Niagara Falls, and to work out difficulties and stay married afterwards. I see the hate-filed monogaphobe bigots in D.C. set some tax line at $400,000 for single people and $450,000 instead of $800,000 for married people. Maybe the city attorney and the ACLU could sue to stop this discrimination against the monogamous lifestyle, which is no doubt genetic, and thus improve society.

"Slick move," is what I thought. This restructuring is all about playing on the names of things. On one hand, he'll tell local Republicans he got rid of their most hated departments and people. On the other hand, he'll tell local Democrats he expanded and improved services. Meanwhile, the cynic in me says that what will happen is that important sections of the City government will fall into disrepair.

Starting new organizations requires leadership, vision and motivation. While a newly elected official might have those characteristics, career public service employees often do not. Instead of being fired up about new change, it's likely that someone who has been in City government for years has probably seen these types of swift re-vamps from every newly elected administration. They will hunker down to survive the chaos. This means that initiative will not get exercised. The immediate reaction is that employees will need to be policed and regulated. Internal friction will be created.

The too-sudden arrival of dramatic change is a novice leadership mistake. We'll see what the Mayor has done after the changes are in place and fully operational for about two years. Meanwhile, the perception of employees, inside the City government itself, will be a key indicator of the likelihood of success.

Having vision is not enough. The leader has to lead. If no one follows, then catastrophic failure will be the result.

These actions are not likely to inspire following. Fear is not enough. Fear of political firings is common among government employees near election time. Aggravating that fear will not inspire genuine initiative. Instead, it will provoke defensive and selfish reactions. Those will be corrosive to unit cohesion and performance.

Years ago, a Captain once told me that government officials will always be expected to do more with less: fewer people, fewer resources, less money, less time. It doesn't take a lot of imagination to recognize that somewhere along the way, organizations subject to those crushing pressures will come to a breaking point. We can't always do more and more with less and less.

It's the appearance of doing more with less that's the political charm. It's the effect of destroying departments that will crush loyalty among existing employees. It may be a bold step in the wrong direction.

All of you need to be rounded up and dumped off at the nearest looney bend (ie Moccasin Bend). This city and backward stuck in the past county needs bold new changes from the old white man mentality, it has to start somewhere. Instead of the negativity, #itching and nit picking, try and add something positive to the community (which I doubt you right wing nuts have the mentality to do) or shut the hell up so the rest of us can get on with makiing this a better place to live. Conservatives should post here with an expectation of not being directed to "go to hell."

The same Left Wing Nuts write derogatory comments against Christianity intended to offend conservatives to the maximum extent possible. Ya can't both ways left nuts, telling conservatives to "go to hell," and be anti Christian. I mean for these left wing nuts, hell would not exist,right? So directing people to "go to hell," would be a privilege you Christian haters lost. :-)

Thank you Easy, and yes jjmez, Easy's term deceitful is much too generous, and yes it does seem to go much deeper than that, my point exactly. As I stated in my earlier post, any public official who is not a Repub-lie-con, the right wing hate machine's RPM's is pushed to its full throttle. Any public official that hints at helping those less fortunate to help themselves or growth or progress as the new mayor has suggested, and the negativity begins. When everyone progresses the entire country benefits, or is there some deep seated evil in some conservatives that prevents them from that realization. That to me suggest that the right wingers are racists bigots that don't want to see those different from themselves succeed and could care less due to this evil about anyone unless it fits their deceitful old white man conservative agenda. Just listen to congress, take from the poor and give to the rich while claiming to be Christians. Jesus nor the bible condones that type of behavior, but satan does! Yes very sinister indeed.

"How costly is the decision to drop out of high school? Consider a few figures about life without a diploma: $20,241

The average dropout can expect to earn an annual income of $20,241, according to the U.S. Census Bureau (PDF). That’s a full $10,386 less than the typical high school graduate, and $36,424 less than someone with a bachelor’s degree. 12

Who forces older teens to drop out of high school? Regardless of upbringing they're old enough to make the right decisions, or not, on their own.

The vast majority of high school drop outs do not drop out for no reason. Many work or have other responsibilities. Others get caught up in gangs. Poverty is a viciously cycle. Most of these people could make "right" decisions there whole life and still be poor.

What "wrong" decisions did disabled people make? How about children? Elderly?

The things they've said and done to others went far beyond any concerns for corruption, and there was nothing professional about their hateful tactics. Those things said and done, some on other sites, have been well documented and perserved. Others took note of them. Real Christians were dismayed and shocked by the nastiness and hatefulness. Some things can't be deleted or erased.

It appears we don't have a parochial government but a totally dysfunctional government. In my opinion Obama is a pitiful leader that spends more time campaigning and blaming than managing the countries affairs effectively. His approach is a public media flogging of those disagreeing with him

Check out the increases in education and government. The number of students has doubled (2X) in 50 years while administrative positions increased 7X with poor student learning results. The government has a similar growth story. No telling what it would have been without the technology advances that has enabled businesses to flatten and reduce the administrative hierarchy while expanding the span of managers control and responsibility.
