Who is the contract administrator responsible for assuring contract terms are met? What are the contract terms? What are HUD's obligations? There is or should be a single fanny somewhere in HUD that is responsible and should be accountable for what has gone on and is going on at Patten Towers.

Check out the HUD web site. A lot of information about delegation of authority however, delegating does not equal the authority to abdicate responsibility.

This one is a no-brainer. Patten Towers is a building that was constructed in 1906. It was Chattanooga's first Skyscraper. It was opened as a luxury Hotel.

The building has a deep, deep history.

President William Howard Taft was there in 1911.

Warren G. Harding held a reception there in 1920, while running for President that was open to any and all Chattanoogans.

John F. Kennedy addressed the Rotary Club of Chattanooga at Patten Towers in 1953 shortly after he began serving as a senator from Massachusetts.

Teamsters Union leader Jimmy Hoffa bunked at Hotel Patten during his famous 1964 trial at the nearby Federal Building.

Billy Graham stayed there during his 1953 crusade at the Warner Park Fieldhouse.

The hotel opened for business on April 1, 1908, and nearly every one of the 251 rooms – 225 of which had private baths – was occupied on that opening night. The cost? An average of $1.50 a night.

In the 1970s, it closed as a hotel and became a residential facility for the elderly.

The building is currently operated by PK Management and serves as a Section 8, housing project for Chattanooga's poorest citizens.

It's still a viable building that serves a purpose, albeit in need of some electrical updating, which it will get in the coming weeks.

PK Management has received a lot of criticism over the past few days, but after doing a little research, this company appears to be anything but what some would call a slumlord.

They do section 8 housing right.

Was the electrical system at Patten Towers deficient? It appears to be the case, but then PK Management had only owned the building for a year and was involved in making many improvements.

In six to eight weeks, I'm sure that improvements to the electrical systems will be performed to prevent another disaster like the one that happened last week.

Reading David Cook's piece on this issue, it seems many of those residents have so many health issues that they appear candidates for nursing homes and assisted living facilities. And I predict that's where most will likely find themselves before this is all over and done with. For sure, they won't likely be going back to Patten Towers. That's considered prime property that some have been looking to get their hands on for a number of years now. It looks like they'll get their way, after all.

The Affordable Care Act was sold as a tool to lower health costs. In case you missed it, the claim is right there in the law's title. The new Democratic position is that the entitlement will do the opposite but never mind, which is at least more honest. But we wonder how long this new candor will last. If the public reacts badly to these higher premiums, the authors of ObamaCare will soon be back to blaming insurance companies and Republicans. -WSJ

Of all the issues related to the towers, the one that strikes me as the most troublesome is:

”On Thursday, fire officials in a telephone conversation with Times Free Press reporter Ellis Smith said they were looking at inspection sheets in a computer as they talked with him. They said they would send them as soon as they had approval from the mayor's office. Several hours later, they said they could not release the records.”

This is a taxpayer-subsidized residence; therefore information is public. Ellis Smith and the Times Free Press need to ‘press’ (and press hard) for explanations/justifications for such a denial of public information.

Something doesn’t smell right here.

O.K., let's start some trouble.

The cartoonist wants to depict the management of this housing project as a hazard and more specifically a fire hazard. To accomplish this a single duplex 115v @ 15/20A electrical outlet is shown. In this outlet has been inserted 2ea very common 1 to 3 electrical adapters or splitters. Into these adapters is plugged 6ea power cords with some of them 2 wire ungrounded types and some 3 wire grounded types.

I see nothing unsafe or that would constitute a fire hazard. So is this toon an effective mechanism to represent what the cartoonist desired

Jt... Wouldn't you have to know the amps being pulled by each device that is plugged in to determine whether a fire hazard exists? By your reasoning, it would be impossible to draw a dangerously overloaded circuit, because one could assume that the breaker would trip regardless of how much you ask of that circuit. I'm thinking there's a fusebox with a 100amp penny placed against the bus bar behind the 20amp fuse, so...

Since natural gas prices were at a ten-year low March of 2012 and we supposedly have a glut of the stuff now, I never understood the big push for fracking---until I found out that all the Big Oil and Big Gas companies can get four times as much money for LNG overseas. There are over 20 applications pending with the government to build export shipping terminals on our coasts right now. So much for the big fracking push to make our country energy independent. Jesse, I have to admit, I pretty much agree with you. If I were to meet in person most of the guys/gals on this forum, no matter what side of the political fence they claim to stand on, I would probably get along fine with them, at least until we started talking the finer points of politics. I like people and I like people to like me. I think that most of us have more in common than we're aware of and it's a shame that there is as much polarization and divisiveness as there seems to be today. We all just want to be free to live our lives in the way that we see fit but because some of us happen to see the usefulness of a democratic government as a pro-active entity while others think that it should be minimal or practically non-existent, we take that one individual belief and keep beating each other over the heads with it. In the end, we are just "dust in the wind" but I guess that we like to think that our opinions are worth something and so we keep spouting off and acting like it matters. Having said that, I'm sure I will go on speaking my mind, for what it's worth. Opinions are like a-holes, we all have one...but we all like to think that our sh!t don't stink and that our a-hole is better than the average a-hole, I guess.

From what I read, PK Management is quite reputable. I didn't run across anything bad written about them. Yes, they profit mostly from section 8 housing, but they have several properties that are considered conventional rentals as well.

I would think that rehabilitating the electrical system in a building that old, would take some time to achieve. I did read something that will likely cause some issues in the coming weeks.

Apparently, PK Management is not going to foot the motel and hotel bills for the residents for more than a week or two. But they have suspended rent until residents are allowed to return. So...that's going to set up an interesting problem for some of those people.

Motels and hotels cost far and above more than what they were likely paying in rent.

Perhaps a fund-raising event is going to be held by the City in the future.

As I said previously, I believe all branches of government have responsibilities and should be held accountable when it comes to administering the taxpayers’ money – cities, counties, states, and federal. The same applies to any agency, organization or for-profit business that has been awarded a contract to perform the peoples’ business.

There you go again. What local HUD employee are you referencing? It seems to me it would depend on the job duties that are outlined in their job description. Does the job description of the person you’re referencing specifically include monitoring the Patten Tower site and working to assure that it’s being properly maintained and the conditions of the grant are being met?

Personally, I’m very curious about these various Patton Towers rehab projects that have occurred through the years. From what I’ve heard, HUD is quite picky and pushy when it comes to these old building and some of these health and safety issues like old electrical wiring, lead paint, old heating units, dirty air vents, asbestos etc. It’s sort of puzzling as to why these things weren’t included in the earlier rehab projects, especially the outdated electrical wiring.

Huh? The press release that I posted clearly states it was a service coordinator grant, which is obviously a personnel position – most likely a licensed social worker. Clearly, it could not be used to repair, maintain or upgrade the facility. I agree it was a rather puny grant since there are over 200 residents at Patten Towers, but, perhaps, the intent was to hire several social workers on a part-time basis for a limited period of time. I wonder what the results showed.

I predict they will do to the people in Patten Towers the same they did to the people when they tore down Alton Park Public Housing. They paid those individuals about 300 bucks a shot, some perhaps a few hundred more, promised them when they rebuilt the Village they would have first choice to move back in. To this day many of those individuals remain homeless, scattered to parts unknown. They may stay with a family or friend a week or two here and there, then move on when that family member or friend tires of them, and that's been the pattern sense many were displaced and scattered.

Of all the residence living in the what's now Alton Park Village, only about 30 former residents, at last count, of the old Alton Park Public Housing were allowed to return, and many of those were elderly who wouldn't likely live much longer after they were invited to return.

Wasn't HUD funding used to build up areas such as Main Street and downtown? Where condos are in the 300k range? Didn't HUD say years ago they were getting out of the public housing business altogether?

I'm sure it would be interesting to meet some of the participants, but somehow and for some reason, I feel it would ruin things between us.

Right now, I'm sure that we each have mental images of what each other looks like, and as has been the case many times in my life when actually seeing a celebrity who resided on the radio, for instance, it was almost always a complete letdown and I wanted the mental image back.
