I saw a man caught trying to commit a felony at 5am (20 years ago). Give him a grand jury in the morning, a trial in the afternoon, and a jail bed in the evening.

OK, the Bible doesn't say much for jails, nor does social science. Give him up to 40 lashes, or make arrangements for restitution when restitution is due. John Hinkley shoots President Reagan and 3 other people? Grand jury, trial, and shoot him as he shot his victims.

City crime rate up. Is it a city problem or a federal government problem? City and state governments have prostituted themselves to an ever more controlling pimping federal government to a point they are not able to make their own decisions. Grants, subsidies, welfare and other federal programs are all tools of manipulation and control that local and state governments beg for and have become dependent on.

Crime will continue to rise as long as the government pays teenage mothers for having babies and for staying single. Most likely, the government will be paying for these babies for the rest of their lives because the males will end up in prison and the females will end up on welfare having more babies. The cycle continues and grows for eternity.

Maybe it's past due time to bring in the feds to investigate. I'm not sure an honest investigation can be carried out on a local level. As there might be direct or indirect involvement on their part.

The history of law enforcement shows that it is a community effort. If you want some outside force to solve it, then pray for a meteor to come down and make a big hole where the problem is.

If ordinary people didn't harbor criminals in their homes and communities, we'd have a lot less crime. It used to be a crime to be a vagrant -- no visible means of support. Too bad we let that one change. We still have the same situation, but now we wait until they commit the crime and get caught instead of locking them up before they have a chance.

If lw enforcement didn't harbor criminals inside their rank and file, and operated more like peace officers rather than bullies and an invading occupying military on a mission to distablize communities, we' have less crime on the streets and even lesser citizens with broken bones, broken faces and broken lives.

btw-the crime of vagrancy and being arrested for it never went away. The term just got a little bit more high/tech and sophisticated. As these days, an individual can basically be arrested for most anything at the arresting cops discretion.

The way police have come to operate in these times, a citizen is more likely to encounter a bad cop than a criminal looking to harm them.

One can just about always determine from the types of police training videos what type of individuals are liely to be hired (actual peace officers or aggressive bullies), put in uniform, pass out a gun and badge, then allowed loose over the average citizen.

Yes, a higher percentage of blacks are incarcerated than whites, but the reality is that only 3.1% of all black people in this nation wind up in prison, and those numbers have been steadily DECREASING since 1980. The instance of whites being incarcerated for crimes has been steadily INCREASING during the same time.

Problem solving consists of looking at facts and data which would mean sitting aside conjecture and your own personal bias and let the facts lead you. Here are some facts from FBI crime data:

In 2011 over 52% of all murders were committed by blacks and over half of the victims were black while blacks make up just 13.6 percent of the population in this country. These are facts, nothing racial about it. Now, armed with and accepting those facts begs the question, why? At each level of problem solving ask "why." This is how problem solving is done.

I suspect many liberals at the local and national level do not want to solve this problem. Their preference would be having a class of victims into perpetuity....it fits their narrative.

jesse, I've seen those statistics. But statistic reporting of crime to the FBI is voluntary. Some cities and towns, not wanting the negative image, downplay crimes while others might over-report any and everything as a criminal act. I take all polls, statistic reportings with an entire salt-mine, and not just with a grain of salt.

But let us just say on the slightest chance those statistics you list are at least somewhat accurate. Shouldn't we look for the triggers and host source? Or is America too afraid of what taking too close a look might reveal?

This tells me we are not even ready to accept hard numbers and facts. What do they base their suggestion of "under counting" on, conjecture? It's easier to blame guns, the NRA, lack of jobs, or whatever and to continue to play the victim.

As the weather gets warmer a sence of gloom creeps into the back of my mind. As we get closer to summer break I know the break-ins are just around the corner followed by the shootings. It was 70 degrees last week so the house next door got hit between 7 and 9am. We know this because one person leaves for work and the other one returns. Across the street a window is knocked out of a vehicle and electronics are stolen the next night. I sit and wait for my turn. I decided years ago not to buy material things so I would not be a slave to them. To have to guard stuff at the expence of living. But it is almost my turn. The first time it was a washer and dryer. I moved it in one night and the door was kicked in when I returned. The next time the guy 2 doors down wanted to mow my yard. He returned the next day after I left and pryed his way past the deadbolt and made himself at home. He moved everything to his driveway 2 doors down then ran off when my next door neighbor came home. The people renting there told the police that I was wrong noone else lives there and they didn't know why anyone would place my belongings in thier driveway. The time after that I had left to go to nashville for the day. I made it to s pittsburg b4 the police called me home. Two smashed doors a missing tv and a stolen gun. Again my neighbor happened to be off and called the police. Everything was recovered except the pistol. So I went to steel doors steel frames long deadbolts and an ADT alarm . That was followed by a brick thru the window and a stolen laptop. I have to store my lawnmower in the house. I cannot have a grill. I have more outside lighting than I do inside but still they watch. They watch and wait because thats what they do. They know when you come and when you go but you can't be a slave to your possesions. So now the weather turns and I sit at work and wonder, will today be my turn. I share these things because they ned to be shared. It does us no good to point fingers, to blame the other party, or to demonized the police. Real solutions must be bold and visionary. Or we can just write off entire sections of our city. Everytime a public housing complex is razed crime spikes elsewhere. Why? could it be folks are fighting over turf for the drug trade and the regentrification of one area leads to unrest in another? NOOGA makes a valid point when talking about non violent offenders. Why are we incarceration pot smokers and letting burglers/robbers out on parol? Does the enforcement of drug laws lead to the intimidation and mistrust felt by minorities? Doesn't everyone have a cousin that didn't do it? These stories fester untill we no longer trust the people we pay to protect us. 3% on the $ gets you out on bail before the cop is off his shift. Are you gonna be a witness when the guy you are testifying against lives down the street and is walking free for months as his trial gets bumped time and time again. Followed by a suspended sentence.

The government's war on drugs is financing gangs and devastating black neighborhoods. What happens when a drug dealer is arrested on a street corner in a black neighborhood and sent to prison? His girlfriend and children will not receive any more support. Taxpayers will have to pay for his attorney and court costs. The prisons will have one more mouth to feed. Another drug dealer immediately takes his place on the street corner. What was accomplished? Nothing, except the cost of government increased another notch.

Yes Cactus it is a cycle that plays out time and again. A party house opened up on the backside of my block. Things were ok for a minute then the house got shot up one night. I guess they didn't get the message so it got hit again a couple weeks later. So I spoke to the landlord about it when he was replacing the glass door and he was completly unaware of any problem. I pointed to the bullit holes and asked what he thought of his house getting shot up twice and he said they are evicted. And they were. So now they sit on the other side of the block on a duplexes porch most of the time with nowhere to go and the traffic continues. toot toot all hrs of the day and night. Lots of cars stopping by for a few minutes. Stopping the drug trade is like playing wack-a-mole. Remove one another pops up within a week. It just bounces from house to house but this fear of police and a snitches get stiches mentality allows it to continue. It is time to have a discussion about legalization of drugs. If you want the crime to decrease make less things illegal!

Now ,40 years later the GANG has replaced the FAMILY! The toothpaste is out of the tube and i don't think it's ever gonna get put back in!!

Aren't they the guys who were jocks in school, or else the kids who got bullied and are now looking to get even? Lots of bullied kids become lawyers. Lots of former jocks don't know how to do very much except ride around in a car looking for someone to tackle.

I stand by my statement that harboring criminals in homes, neighborhoods and families is the reason we have so much crime. Crime is the reason we have so many abusive and corrupt cops.

I learned from an African American friend several years ago that the reason so many of them have their car windows tinted as dark as possible is to prevent their neighbors from seeing what they bring home in their cars. Sad.

I have African American neighbors too, and we don't have problems. It's an economic issue, not a racial issue. Poor parts of town harbor more people who are unemployed, home during the day, and more likely to steal. It's a fact of life. Skin color has nothing to do with it.

But you are correct it is not worth it. So I will be getting on the sec 8 list and will become a slum lord soon. Got me a nice girl with a house in the country I've been stayin at. No boom boom radios just cyotes at night! And on a side note the powers that be tell me I no longer live in Brainerd I now live in Midtown so I sleep better at night nowing it is a safer place. :) But what are the poor honest working class folks gonna do when I succume to urban flight and move far away and take my income and stability with me?

The Index of Leading Cultural Indicators and a plethora of other Right-Wing rags are written to justify some of the more egregious religious values that some hold near and dear, and very little of what is written in them if based on facts.

That does not stop people from repeating what is written in them, and quoting them as such.

80% of all prison inmates come from single parent homes? It sure sounds plausible to some, I'm sure, but it's a totally made-up statistic.

I have no doubt that fatherless children have some issues, but there is little proof out there that they are predisposed to turning to crime, strictly due to that circumstance.

80% of all prison inmates might be current or former gang members. That I can believe. But their parentage has little, if anything to do with it.

Quite frankly, I'm surprised that someone has not asserted that 80% of all prison inmates are gay.

LBJ may have signed the war on poverty, but it was later when Repubs overwhemingly got briefly elected in the various offices that they, not LBJ's intent, started the process of dismantling, sabotagin and changing his tentions. So have some babies but don't name the father let him put his mama's address down and you can get benifits for breeding but not for being a family. DJHB, I feel for you. I live in Monteagle now but I used to live in Red Bank and I was broken into there. Just being broken into that one time was bad enough. I can't imagine being broken into repeatedly. The thieves completely bashed in two solid doors and stole $1500 worth of electronic equipment. I used to go on trips for several days or a week at a time and I never thought twice about being broken into but crime got so bad where I was living that it got to the point that I couldn't leave for even a few hours without worrying about being broken into again. I now live on 4 acres of land out in the country and I love the peace and quiet here. I was fortunate that I already had this place to move to. There is some crime here, too, of course, but it's not anything like in Chattanooga. I think your only solution is to get away from there. If anything is going to be done about the crime it's probably going to be a long time coming. If you have a gf who lives out in the country I would move in with her in a heartbeat. It's not worth the stress and worry that you're having to endure. I miss Chattanooga in many ways but I don't miss the crime and the growing gang problem...and the cars with those loud infernal boom boxes!

I have, indeed, lived in a place where the lower-income, unemployed residents were caucasian and exactly the same kinds of things happened during the day when people were gone to work. My 100 pound dog gets the credit for keeping me safe from burglaries during those seven treasured years. Sorry, I guess my race glasses were foggy. Actually, reading back, my comments about the tinted windows got me on that path, and I apologize for it. I should not have made that jump, and you certainly did not lead me there. I just never heard of tinting car windows to hide stuff from your neighbors before my friend told me about it.

But rick, how can that be? Welfare programs aren't race based. They are need based, and are open to anyone who qualify regardless of race. In fact, it's already been proven more whites receive welfare than blacks. It wasn't all that long ago you guys were whining and snotting all over the place attacking Hispanics, and claiming they were overwhelmingly receiving welfare benefits. Can't you guys make up your minds on who you hate the most? One day it's blacks. The next day it's Jews. The next it's Muslims, Hispanics? Who next? You're running out of racial groups to hate. It was the rules change and strings attached, created and supported by Republicans during that period, after LBJ signed the war on poverty bill that heavily affected the outcome you and yours blame on the Democrats today.

In fact, before the Civil Rights Movement, the very ones who later attacked social programs had been all for them, as long as they remained exclusive.

40 years ago, people in this nation were far different than they are today. People were less selfish. People had more compassion in their hearts. Republicans and Democrats worked together to keep this nation running smoothly.

At the same time, people back then were more self-sufficient. People were loathe to seek assistance. People did whatever it took to support themselves and their offspring.

Our politicians, over the years, have sold this nation out. They have fostered and created the environment that has led to the mass deportation of manufacturing jobs that once made this nation the greatest, the strongest, and the most admired in the world.

No nation will survive that creates an environment that pools the majority of its wealth in the pockets of a very slim minority.

Now some of you blame the poor for the demise that this country is facing at the moment. You blame those at the bottom rungs of a long ladder that must be climbed to become self-sufficient.

But the truth of the matter is that most people in this nation are only concerned about what's in if for themselves. They are not looking at the big picture. This nation used to be known as the UNITED STATES OF AMERICA.

I don't know what will change the minds of people, but unless we quit this incessant worshiping of those who embrace greed, corruption, and power, this nation will become a third world nation.

It would be nice to throw out of office, all those politicians who are doing nothing to right the wrongs that have occurred over the past 40 to 50 years, that have led to a diminishing, weaker, and poorer middle class.

Japan, China, and other Asian countries are kicking our asses in terms of creating wealth among their people.

Isn't it about time that we took a deep breath and recognized that we can do what they have done and begin competing in a world economy, or are we going to keep sliding further down that slippery slope of doom and gloom?

No one political party has all the answers, but I'll bet that if all our politicians were to quit fighting and were to start working together for some common causes every now and then, we could all once again unite and become the nation that we once were.

I'm not holding my breath that is will happen until we hit rock bottom though.

It's a natural impulse to try to blame everything bad in the world on one group of people, or one policy, or one race. That way if you can just change that ONE thing, it will all be OK. But that's not really the way the world is. It's not all the Republican's fault, or the Democrat's fault, or the whites or jew or blacks.

The good things don't come from one source, either. The good things and the bad things come from all of us, from our everyday choices. A hundred decisions a day that move use either forward or backward, usually by imperceptible degrees.

I challenge myself, and all of you - make one decision today to help yourself become a better person and the world will become a better place.

Typical. I am starting to think that anonymous forums like this, where people can abandon civility, are contributing to the division in this country. With a few exceptions, the level of thought is so low and the agressiveness so high that it is turned into a fighting environment. It is pretty hard to have a constructive conversation.

And by the way, I have only had one screen name since I first posted on this forum. I will admit, I have allowed myself to get drug into the mud slinging in the past but am trying to make an effort to avoid it. Most of the time when I look at this page I am so put off by the vitrol that I just pass on contributing.

Alprova...well said and accurate. It seems both parties think bipartisan is the other party totally accepting their position. It irritates me to hear them say the word. Nancy Pelosi gets on my last nerve with her winey partisan positions then saying we need a bipartisan effort. Graham from S.C. and his pretended defense expertise, S.C. has a lot of need for them, is close to her in being irritating but she still wins. They are followed closely by Waters from CA. and that is not due to any prejudice against anything other than ignorance. She is a good example of why there needs to be more than age and citizenship to qualify for congress.

During the times of Nixon and Ford (both Republicans) in office, rules and stipulations for receiving public assistance benefits changed dramatically, as they sometimes do depending upon who is in office at any given time. Relief workers, as sometimes called, were often required to go into the homes of individuals receiving benefits and verify there was no man in the house. They'd also have neighbors spying on fellow neighbors to inform if the neighbor saw a man entering or existing a house or apartment where someone was receiving Relief. Which often led to spiteful neighbors reporting things that weren't true. If there was the slightest evidence of a man in the house, the individual could lose their Relief benefits. Most of us didn't abide by that order, while other fellow workers enjoyed the power it gave them over the poor. Those of us who didn't abide, pretty much left the families alone and just advised them to keep a low profile as much as possible.
