Investigators at Hamilton County Sheriff's Office could not prove Deputy Justin Tabor had sex with a girl in the Explorer Post program before she turned 18, only that he provided alcohol to several juveniles, an internal affairs report states.

"The investigation has also revealed that, on numerous occasions, Deputy Sheriff Tabor has slept in the same bed as Juvenile #4," the report states. "However, there has not been statements or evidence discovered in this investigation that clearly indicates that there is a sexual relationship between Deputy Sheriff Tabor and Juvenile #4."

Tabor, who has worked at the sheriff's office since 2009, was recently transferred from patrol to work at the jail. He was also suspended without pay for 132 hours and placed on probation for one year.

One of the juveniles interviewed by investigators said it was obvious the pair was dating because he observed them kissing and hugging during a gathering.

Another youth witnessed Tabor carry the teen girl into his bedroom and close the door.

Tabor met four of the juveniles through the Explorer program when the youths participated in ride-a-long program.

"Deputy Sheriff Tabor admits that he has developed a relationship with Juvenile #4. He stated that the relationship developed shortly after Juvenile #4 began ride-a-long program. However, Deputy Sheriff Tabor advised that there had not been any sexual contact between him and juvenile #4 prior to her turning 18 years of age," the report states.

Tabor provided beer to the teens on several social gatherings, according to the report.

Parents of the youth involved declined to press charges.
