In early August 2008, the New York Times trumpeted the creation of a left-wing group (a 501(c)4) called Accountable America. Founded by Obama supporter and liberal activist Tom Mattzie, the group—as the story explained—would start by sending "warning" letters to 10,000 GOP donors, "hoping to create a chilling effect that will dry up contributions."

The letters would alert "right-wing groups to a variety of potential dangers, including legal trouble, public exposure and watchdog groups digging through their lives." As Mr. Mattzie told Mother Jones: "We're going to put them at risk."

The Bauer letters were the Obama campaign's high-profile contribution to this effort—though earlier, in the spring of 2008, Mr. Bauer filed a complaint with the FEC against the American Leadership Project, a group backing Hillary Clinton in the primary.

"There's going to be a reckoning here," he had warned publicly."It's going to be rough—it's going to be rough on the officers, it's going to be rough on the employees, it's going to be rough on the donors. . . Whether it's at the FEC or in a broader criminal inquiry, those donors will be asked questions."

The campaign similarly attacked a group supporting John Edwards.

American Leadership head (and Democrat) Jason Kinney would rail that Mr. Bauer had gone from "credible legal authority" to "political hatchet man"—but the damage was done. As Politico reported in August 2008, Mr. Bauer's words had "the effect of scaring [Clinton and Edwards] donors and consultants," even if they hadn't yet "result[ed] in any prosecution."

As general counsel to the Obama re-election campaign, Mr. Bauer used the same tactics on pro-Romney groups. The Obama campaign targeted private citizens who had donated to Romney groups. Democratic senators demanded that the IRS investigate these organizations.

None of this proves that Mr. Obama was involved in the IRS targeting of conservative nonprofits. But it does help explain how we got an environment in which the IRS thought this was acceptable.

Clay, I can associate this cartoon with the first two years when with the Democrats in control of Congress with President Obama giving them the opportunity to show some leadership in dealinf with the crisis conditions, but they did not show any initiative. in 2010 the Democrats lost the US House after their inaction, and now President Obama has STARTING DRIVE the Congress, They do not like it.

The 2012 election season was filled with angry cries of voter suppression, almost all of them regarding attempts by states to require voter ID and otherwise improve ballot integrity.

All of this proved to be twaddle. An August 2012 Washington Post poll showed nearly two-thirds of African-Americans and Hispanics backing photo ID. The Census Bureau has found that the rate of voter turnout for blacks exceeded that of whites for the first time in the 2012 election.

But it now turns out there may have been suppression of the vote after all. It looks like a lot of tea-party groups were less active or never got off the ground because of the IRS actions. Sure seems like people were discouraged by it.

Indeed, several conservative groups I talked with said they were directly impacted by having their non-profit status delayed by either IRS inaction or burdensome and intrusive questioning.

At least two donors told me they didn’t contribute to True the Vote, a group formed to combat voter fraud, because after three years of waiting the group still didn’t have its status granted at the time of the 2012 election. (While many of the targeted tea-party groups were seeking to become 501(c)(4)s, donations to which are not tax-deductible, True the Vote sought to become a 501(c)(3).)

Conservatives have long tangled with Lerner, who was director of enforcement at the Federal Election Commission from 1986 until 2001, when she moved to the IRS.

“Everything we have seen at the IRS was reeled out first at the FEC,” says Jim Bopp, a noted election-law attorney who represented the Christian Coalition in its successful fight to quash the FEC’s attempt to impose a $5 million fine on the group for political activities. The FEC lost the case on summary judgment in a 1999 opinion written by a Jimmy Carter appointed judge.

“In a dozen out of the 81 depositions in the case, the FEC wanted to know about people’s religious beliefs or the content of their prayers, Bopp told me. Lerner took the speech-chilling culture she developed at the FEC right over to the IRS.

The timing of the greatly increased scrutiny of tea-party groups by Lerner’s IRS office was curious. Glenn Kessler, the fact-checker at the Washington Post who awarded a bushel of Pinocchios to Lerner this week, noted that “the targeting of groups began in early 2010, after the Supreme Court’s decision in Citizens United v. FEC was announced on January 21.”

Claims that the decision deregulating political speech led to an enormous surge in applications for tax-exempt status are bogus. As Kessler showed, the increase between 2009 and 2010 was only about 7 percent.

President Obama is certainly enduring a great deal of scandalous accusations, none of which will take the man down, nor will any of them hit any targets.

He is indeed the most hated man in America by the Republicans in Congress.

America is yawning about Benghazi. So the Republicans and Fox News have moved on to the IRS and the reporter snooping scandals. What have they uncovered? Nothing.

President Obama is sure being pulled over and harassed by the Congressional Police, but they've got no choice but to keep letting him go for a lack of evidence.

The more determined people are to vilify the President and his political party, the more Republicans are going to feel the pinch in coming elections.

All this crap is so painfully obvious that the Republicans are grasping at straws and nothing will save them or raise their estimation in the eyes of anyone but their core voters.

The House has vowed to shelve immigration reform, so their goes the Hispanic vote.

Republicans have repeatedly resisted passing legislation for equal pay for women, are still trying to outlaw a woman's right to choose, so there goes those votes.

So what do these clowns spend their time doing when they are not holding scandal hearings?

In May alone, the House has pondered bills such as Authorizing the use of Emancipation Hall in the Capitol Visitor Center for an event to celebrate the birthday of King Kamehameha, whoever that is, has held the 39th vote to repeal ObamaCare, The Freedom To Fish Act, The Stolen Valor Act, which is an attempt to prosecute anyone who falsely claims to have received a military medal of honor.

Other noble efforts during the Month of May? Internet governance, The Hill Creek Cultural Preservation and Energy Development, which is proposed to define the exterior boundary of the Uintah and Ouray Indian Reservation in the State of Utah, and a bill to amend public law regarding the Northern Mariana Islands, providing parity with Guam, the Virgin Islands, and American Samoa.

Yes, those wonderful Republican lawmakers, elected two years ago and again last year are working hard for the American people and are proving their concern lies solely with reviving the economy of this nation.

But that's okay, 'cause they are gunning for Obama, 'cause he's the real problem with all that is going on in America at the moment.

He is our leader, if you bother him we can arrange an IRS audit of your taxes, label you a terrorist, get your phone records and have you suspected of leaking confidential classified information. BTW you can forget your tax exemption application, we will drag it out for years. You think your investigation won't be stone walled? You haven't seen stonewalling until you try to understand our departments operations.

Just when hussein obama could not get any lower he has now agreed to meet with illegal immigrants and refused to meet with the union that represents the immigration officers. Hussein obama also placed Sarah Hall Ingram, the Internal Revenue Service official in charge of the tax-exempt organizations at the time when the unit targeted tea party groups, in the IRS office responsible for the health care legislation. It is not congress that will not work with hussein obama. It is hussein obama that will not work with congress. As long as hussein obama continues with this immature, punk, "in your face attitude" he will continue to divide and spread his hate for America. Why would he meet with a group he knows is lobbying very hard against the immigration reform that the "Gang of Eight" are pushing through Congress?

Why would he meet with members of a group who are currently suing the Homeland Security Department, claiming that they are now prevented from doing their jobs?

Senator Jeff Sessions from the great state of Alabama is upset because those ICE union officials have only been allowed to meet with lower-level White House officials and not the President directly.

Barack Obama has never made no bones about the fact that he is for amnesty for those who came here as children, but at the same time he is on board with increasing border enforcement and limiting employers from hiring illegal immigrants.

That is sensible, reasonable reform and if the Republicans want a chance to redeem themselves in the eyes of Hispanics, they need to get on board with it, or become totally irrelevant when the next election rolls around.

Oh, but it has. In 2012, the Border Patrol had 18,516 agents on duty working the Mexican border. The number of agents has increased by 9% since Obama has been in office.

Currently, there are more border enforcement agents than there have been since 1924.

I thought Reagan made a HUGE mistake by giving amnesty to 3 million illegal aliens. Iran contra was not acceptable, even though I think fighting communists is always good, you know, communists like Oblabla. Breaking the law is breaking the law, no matter who does it. I vote Republican/conservative, but I'm not proud of 90% of the Republicans around today, they're barely better than the Democrats.

A dead serious investigation of the IRS is needed. The IRS has colorfully demonstrated that it cannot investigate itself. The Obama administration wants the FBI to investigate which answers to Eric Holder but that would not be credible. An independent counsel with all the powers of that office is what we need. Have fun this Memorial Day Weekend then call your Congressmen ans Senators on Tuesday and demand an Independent Counsel investigation of the Obama thug driven and motivated IRS. He said it eleven months after Obama was inaugurated. That means for the next three years, Mitch McConnell believed that his job only consisted of subverting a second term for a man who had been President almost as long as GWB was when 9/11 happened.

The hatred for President Obama was so intense with some of the posters on that forum that one could actually feel the hatred from their words oozing like vomit and a contagious disease on a rampage. Presumptions are not evidence. Mitch McConell came out and said that his top priority as a United States Senator, despite all of this nation's problems that needed attention, was to see to it that Barack Obama was not elected again.

His agenda failed, but he and his fellow Republicans kept their word. They worked relentlessly to try to thwart a second Obama term, doing not much of anything else.

You Republican cheerleaders have lots to be proud of.

We're fact-checking the last part, the claim that "the Republican leader of the Senate said his main goal after this election is simply to win the next one."

It's based on a comment Sen. Mitch McConnelll made in an interview with the National Journal's Major Garrett on Oct. 29, 2010: "The single most important thing we want to achieve is for President Obama to be a one-term president."

So McConnelll said it. But we think some further context is in order.

McConnell said he had been studying the history of presidents who suffered big defeats in midterm elections in Congress, but then won re-election in two years anyway. McConnelll said he doesn't want Republicans to repeat the same mistakes that allowed that to happen.

Said McConnell, "If President Obama does a Clintonian backflip, if he’s willing to meet us halfway on some of the biggest issues, it’s not inappropriate for us to do business with him."

In other words, in the very same interview, McConnell said that he'd be willing to work with Obama if Obama is "willing to meet us halfway." That's called compromise. And that sounds very much in the spirit of Obama's call to "seek out common ground."

As for McConnell's comment "The single most important thing we want to achieve is for President Obama to be a one-term president," that sounds an awful lot like Obama's summation that "his main goal after this election is simply to win the next one." But while McConnell said it, Obama left out an important detail -- that McConnell also said in the same interview that he is willing to meet the president halfway. That leads us to a ruling of Half True.

First of all, Barack Obama is more than capable of putting together his own biography. He did it, published it, and is now worth 8 million plus.

Second, any increase in welfare and social program recipients is due to this nation's increase in people poor enough to qualify for them.

Third, If you had been paying attention to any of the words that he has uttered many times, you would know that Obama does not support handouts to the lazy, the unmotivated, or to those who contribute nothing to society.

All is well. Obama has charged Eric Holder to investigate the phone records scandal, the one Holder approved but denied knowing about. Perhaps Lerner can pursue the IRS issue for the truth while Hilary uncovers the facts around Benghazi...At least all this furor has put the guns to Mexico on the back burner and out of the headlines.

I agree with Alprova, Obama knew nothing about any of these things before he read or heard them in the news. We probably don't agree on what that says about the president and those he chose to head up various departments. Should it concern people more that he was not aware of any of these things, including the risk of Benghazi and the denial of added security, until the Sh#! hit the fan?

The sad thing is McCain would have been equally bad and neither party has anyone on their list that would be an improvement. It is not likely that a lawyer with business sense and the ability to do anything other than generate more laws to prosecute or defend will be found. Why do we wind up with such a high percent of lawyers in office?
