A former city manager of East Ridge was arrested in Springfield, Tenn., after police said he shot two people in Oakland Farms late Wednesday, the Tennessean reported.

R. Wayne Hamill, who worked as city manager for East Ridge as well as head of public works in Red Bank, will be charged with two counts of criminal attempt to commit murder, according to Springfield police Lt. Jimmy Grogan. He already faces domestic aggravated assault, aggravated assault and unlawful possession of a weapon charges in connection with the case.

Grogan said Hamill used a judge to shoot the victims. A judge is a revolver that can shoot shotshells, a low-gauge variant of a shotgun shell.

Each victim was shot at least two times, Grogan said.

The Tennessean reported that investigators were called to a home on Fox Run about 11:40 p.m. CDT A 59-year-old woman and a 65-year-old man had been shot in the leg and side areas, authorities said.
