Police seek victims of Dalton, Ga., flasher

Dalton, Ga., police say a teenager has been going around town, presenting his privates to women in public places.

Officers arrested 18-year-old Edwin Geovany Fulkerson, of Willow Oak Lane, on Monday on a charge of public indecency. They say he masturbated in front of two women in public earlier this month.

This isn't the first time Fulkerson has gotten in trouble for his alleged public activities. In March, police arrested and charged him with masturbating while parked in a car. Later that month, he was charged again for exposing himself.

Then, in June, he was arrested again after allegedly masturbating in a car.

This time, according to police, he exposed himself on Aug. 5 to a woman walking in Civitan Park on Shugart Road. The woman called police, but they did not make an arrest.

On Aug. 20, a second woman called police. She said she was outside Dalton Beauty College when a man inside a 1999 Dodge Stratus stared at her and masturbated.

The woman tried to get someone else's attention, according to the report. But when she turned back around, the man had stopped his activity and driven away. Later that day, she said, the man returned to the beauty school to get a haircut.

After the woman gave police a detailed description of the car, investigators ran the information through a database. They realized Fulkerson's father owned a similar car.

"It was just one piece of the pie," Lt. Chris Cooke said.

Based on the description of the car and the previous arrests, investigators believed Fulkerson committed the Aug. 20 crime. Police also linked him to the Aug. 5 incident, though Cooke said he could not say why authorities believed Fulkerson had committed that crime.

Police charged him with a felony this time because he was already on probation for previous charges. Fulkerson remained at the Whitfield County Jail on Tuesday without a bond.

Now, investigators are asking more residents to come forward if they have had experiences similar to those of the women who called them. If anyone has been the victim, they can call Detective Greg Bates at 706-278-9085, Ext. 9137.

"If this is something somebody saw and thought, 'No big deal," we would like them to contact us," Cooke said. "We want to make sure there are no other victims out there."
