Would the newspaper not consider simply posting this information by title and salary range - this would provide the desired transparency while protecting employee personal information. As a subscriber to your newspaper, I have never understood why TVA seems to typically be portrayed in a negative manner, considering the amount of service that their hard-working employees put in to make sure "the lights stay on" for those in the Valley.
