That's HUGE -- 520 per 100,000 -- based on population of 346,000 for Hamilton County. Essentially the same as New York State, the state that leads the nation in marijuana arrests with 103,698 in 2010. For a population of 19 million, that's 546 per 100,000.
It is a waste of criminal justice resources, and it ruins lives for no good reason. If pot were legal we'd not waste those dollars and would benefit from the pot tax revenue.
