it seems that most of us downtown workers (I worked at a coffee shop for a while) don't understand that the 2 hour limit on a meter is just that: once your 2 hours are up, you need to move on, not just keep feeding it.
the meters are for your customers. the surface lots are for the workers. this is not understood, or at least not enforced.
