I came to the US as a foreign student. I obtained BS and MS degree in Electrical Engineering from a reputed university. I am currently waiting for a permanent visa. I am THE highly skilled immigrant whose issues supposedly this bill is resolving. But let me tell you right now that this “fairness” bill is nothing but totally unfair to me. I applied for green card almost 5 years ago and I am still waiting. If this bill is passed then thousands of people from India will get to cut in line in front of me and add 3-4 more additional years to my already ridiculous wait time. This bill is unfair to me simply because it is changing the rules in the middle of the game. It is robbing Peter (me) to pay Paul (India/China).

The explanation behind this bill is very misleading as well. The per country cap of 7% exists only on paper. Due to spillover rules people from India/China already get at least 50% of the total 140,000 allocation per year. One can easily verify this data by asking the State department for past immigration history. If this bill is passed then diversity will go down the drain and one might as well rename the “highly skilled immigrant visa” as the “India/China immigrant visa”. The fact that US congressmen and senators are taking time to discuss this bill in this economic time is very confusing. Do they really not have anything else to do? This bill does not help the current state of US economy in any shape, way or form. I urge all US citizens to ask your congressman and senator “How does this bill help me? Why are you wasting your time on it?”
