Tennessee already has the HOPE Scholarship program, so if high school students maintain the required grade point average, they are eligible to receive the scholarship. Then, as long as the students aren't greedy, they can go to many schools in the state and not pay a penny. I don't see the problem being with the governor, it is with students. Even if the students receive the HOPE scholarship, most go to school and mess around and don't make the grades and lose the money. If the students want to go to college for free, all they have to do is maintain the required gpa.
