Why not have a restriction on the number of times the police can be called to the bar for certain things. After that you charge the club for the service of the police coming to the call if it involves the club. There are always certain things that happen in clubs you can not control but others you can by refusing service. If these clubs do not refuse the service then charge them for the service of the police coming. That hits them in their pocket book where it hurts them the most.
