Chattanooga mayoral candidate Chester Heathington is upset that fellow candidate Andy Berke refuses to “clean up” Woodlawn Apartments, an area known for gang activity, which is owned by a Berke family member. Berke's campaign released a statement saying, “he has no decision making or management authority and has no personal connection to the property.”
